IPv4 performance issue

Hello,

I am the network administrator at Cooptel an ISP in Quebec, Canada ( ASN 22639 )

We got a complaint from one subscriber that was able to reach some part of Microsoft network but with very very limited bandwidth.

I think there might be some kind of issue between some of our ip ranges and Microsoft's infrastructure.

I reported the issue to all contact listed in ARIN's database regarding microsoft IP blocs.

Does anybody know of another way to report such issues ?

I'll gladly work to troubleshoot this issue so that our subscribers that happens to be Microsoft users have the best online experience.

However I can't seem to reach someone at Microsot to work on the issue.
