RSOP Computer / User config showing Yellow mark for client and PDC server

Dear Team,

Greetings Of the Day!!!

Dear All,

Please see the Print-Screen of Window 10 ( rsop. msc )

Can you tell me why there is a Yellow mark on the Computer Configuration of Resultant Set of Policy Windows server side? and the user side shows only User configuration. we are using 300 Systems this message will prompt  Access denied so how to resolve it? So is this access denied or not? If access is to be given, what needs to be done for permission, and what are the steps? Can you please tell me how to resolve this? I have two more issues related to the terminal CAL license for remote desktop login. Nad wsus server
