How i can get UHRS vendor licence?? And without vandor can i get pay on my Outlook account?

hello Microsoft team,

I have a question for you, how can I get Microsoft UHRS vendor licence?, on that vendor licence, it will complicate to get money on Pioneer. so all of that reason, when we work on uhrs then we can't receive that money for vendor problem. question to solve it Are else you can tell me about vandor licence. how can I get that licence?
