Secugen HU20-AP fingerprint device

Dear Sir/Mam

       I bought and installed HU20-AP on my windows 10 PC, It worked fine but after i updated my PC for .NET recently , after that im not able to use it , i reinstalled the drivers but error still persists,
Im getting error "port Bind error to port 5381224" when i try to install webapi,Executing sgibiosrv.exe gives same error. The domain where i use the device gives me error "Check sgibiosrv is running" and when i try to execute "sgibiosrv.exe" i get the same error  "port Bind error to port "

   Sir i also get error "Port Bind error to port 3742824" while i try to install  B. SecuGen Web Api Link  https://secugenindia.com/uploads/SGI\_BWAPI\_S\_Win\_32bit\_1.0.0.41.zip

but im able to take finger print using diagnostic utility. Please check the snapshot attached

please do the needful and guide me to troubleshoot the issue
      Please guide me to solve the error
