Can Registry Editor work as GPO in win 10 home.

Hello all, My name is Shivansh Chhonkar and im new to MS community ,with my first query in order to get helped out by experts here, so...yeah, is there any substitute for Group policy object as im using windows 10 home, and also i wanna know can registry do the same work as GPO in win 10 home edition as other versions, and if so then suppose i have to disable a utility say task manager or windows recovery einvironment for a user account how can i achieve it in win 10 home by registry editor.
