Device is not enumerating while issuing powercycle through devcon64.exe command

On my Window I have SSD connected in one of the PCIe slots. So, while testing the SSD

I'm using the devcon application to power cycle my SSD. After running the devcon App my SSD is not enumerating when issuing powercycle through

**devcon64.exe restart "@deviceID"**cmd.

In Gen3 (PCIe Gen3 ) client/host it working as expected but seeing the reported issue in Gen4 Clients/hosts.

Could anyone please help me in getting possible reasons to understand this issue. Is there any additional reboot is required after running that command?
