I use reporting server on windows server 2016

I login the reporting server with the user that have windows administor right , howover , I do not find the "New" button on the right top hand right as you can see in the attachment.

I want to create dataset , but do not have "New" button .

would advise why I do not have it ? my login account have windows administor right , how to add the function ("New" button ) to user ?
