Windows Server 2019 - Cannot install Cumulative Updates - 0x800f0982 error code

Tried all the options with DISM, Removed all language packs, Tried restarting Windows Updates Services, etc. Nothing seemed to work and I really don't want to rebuild my server unless it is a complete last option.

It appears to be possibly related to the component store or registry key permissions/missing. Some entries in the event viewer are below.

    Hello,

    What is the patch number you are trying to download? Have you tried to download in Microsoft Update Catalog?

    Have you tried to reset the Windows Update components? If not, please refer to this link:

    Performing a clean boot. This is a way of starting Windows with only the essential services and programs, which can help eliminate any software conflicts that might interfere with the update process. Please refer to this link: How to perform a clean boot in Windows - Microsoft Support

    Check if there is enough disk space available on your system drive. If not, free up some space and try the update again.

    Yes, I tried both manually downloading the update from the MSFT catalog and installing it manually, but it still fails to install.

    Each Cumulative Update I have tried to install for the past 6-12 months ends with the same thing. Most recent is KB5035849.

    Yes, I attempted and did reset Windows Update Components. Stopping and starting services, emptying the SoftwareDistribution folder and such. All ended with the same result I continue to see.

    Just a week ago, I did do a clean boot of the system and unfortunately still ran into the same issue.

    I do have enough disk space (well over 100GB) so I don't believe that to be the issue.

    I will say that this was a brand new server purchased through Dell in May 2022. But this has been going on since purchase. Only now have I started to try to resolve it due to a new IT Audit.
