It sounds like the work or school account has applied policies to your personal account, which have persisted even after disconnecting and reinstalling the OS. Here are a few steps you can try to remove the organization's control from your personal account:
Step 1: Remove Work or School Account
- Disconnect in Settings:
Go to Settings → Accounts → Access work or school.
Select the work or school account and click Disconnect.
- Remove from Account Settings:
Open Settings → Accounts → Your info.
Make sure your personal account is listed as the primary account.

Create a new local account with administrator privileges.
- Sign in with the New Account:
Sign out of your current account and sign in with the new local account.
- Transfer Personal Data:
Transfer your personal files and settings to the new local account.
Creating a new Microsoft account might be a last resort if all steps fail but try to address the policies and device management issues first.
If you continue experiencing difficulties or it seems overly complex, you may want to contact your organization's IT department for assistance. Ask them to remove your account and device from the organization's domain environment.
