Does this problem happen only to this VM or to all the VMs? See if you can enables TPM on the virtual machine using the PowerShell cmdlet Enable-VMTPM.

I have a Windows Server 2016 Standard hyper-v cluster. I created a new generation 2 vm. Under the security settings of the VM, the only option is Secure Boot. Why isn't there an option to enable the virtual TPM?
