As all drivers located in C:\Windows\System32\DriverStore\FileRepository. It is a trusted location of inbox and third-party driver packages. This means that before a driver can be installed it must first be injected into the driver store, this process is called staging.
Try to download your driver into that driver store, and check the issue again.
Here is another measure to inject driver into an offline system image file with DISM command line, try to check if it works for you.
