It is supported to export running VMs. I think this could be a Hyper-V Manager issue. You can give a try to the PowerShell cmdlet Export-VM if the option is missing.

I have a client with an old 2012 server running Hyper-V and I need to move one of the VMs to another server but when I right click the VM I do not have an export option listed.
Is there an option I need to be able to export or another method I should use?
The VM is running if that is also an issue.
I can't seem to upload a screen capture here but the options I have are :
Connect
Settings
Turn off
Shut down
save
pause
reset
snapshot
move
rename
enable replication
help
I'm not sure which group to post this question so if someone could move it to an appropriate location I'd appreciate it.

Nevermind, I shutdown another VM and I can export now so I assume that it needs to be down to be available.
