Since Edge 115.0.1901.203 we've got a high CPU usage when Edge is minimized.
With ProcessXP, we can see that msedge.exe!GetHandleVerifier stay above 10% CPU usage once Edge is minimized.
Once maximized, the process stay below 0.01% CPU usage.
The problem occurs on http intranet websites (3 domains tested).

I am having a good laugh reading through this post.
At first my first advice would have been not to use Edge or any other browser on a server. But I needed to have read through the whole post to be able to conlude you're talking about a RD-Server.
Then you state that problems occured in version blablabla but later when going point by point you state that it is not a recent phenomenon and all worked well in that same version blablabla.
Then it is I see a link to become an Edge Insider ánd that the problem does not occur with it.
What would you do?

It can be caused by the driver, try running the Driver Verifier:
Open a command prompt window by selecting Run as administrator and type verifier to open the Driver Verifier Manager.

The problem exist in both safe and normal mod.
There is no WebView2 on the servers.

If the issue didn't reproduce in Safe Mod, this suggests that some extensions or settings might be causing the problem. Consider disabling extensions one by one to identify the culprit.
You mentioned that the problem is unique to Edge. Have you tested it with the Edge Insider (Chromium-based Edge)?
High CPU usage can also be related to the Edge WebView2 Runtime. You can temporarily shut down all Edge WebView2 processes to see if that resolves the issue.
