Windows Explorer very slow con c:, ever appear message "working on it..." for 3-4 seconds

I'm using windows server 2019 in terminal server configuration. It is installed on a high performance hp server with super fast ssd raid and 64 core cpu.

When i open folders located in "local drive" (c: for instance) i see a message in file explorer "working on it..." for 3-4 seconds, and afther that the folder content is showed. If i open folders located in a "shared folders" it is super fast, instant.

The prolem is mitigated when i hide the windows explorer ribbon panel.

It is very frustrating and it slows down a lot our work that is mainly on files and folders.
