Based on the troubleshooting steps you have already taken; I would recommend trying the following:
1.In services.msc, are Windows update service and Background Intelligent Transfer Service open?
2.Whether the network is connected?
3 Check if there are any third-party antivirus or firewall software installed on the affected servers and temporarily disable them to see if it resolves the issue.
- Check if there are any pending hardware driver updates and install them manually in the Device Manager.
