Virtual server goes black for users before it gets to the application login screen

When our users are using a specific application (Indysoft) hosted on a virtual server (2019), it will occasionally go to a black screen rather than the application login screen and just get stuck there with no error message or anything. When this happens, the server is still accessible for the server admin, just not the end users.

When it does happen, users can open a new tab or a different browser and that will sometimes work for them and allow them to access the application. If someone is already logged into the application when this crops up, they can use it but new users cannot always get in. it is random as some are able to get to the login screen and and some not at any given time. Once the application login screen shows, the users can always get in as this only happens before that screen.

We mostly use Chrome and Firefox but it can happen when accessing the server on any browser. I can reboot the server and it resolves the issue for awhile but it seems to crop up once a month or so. The reboot is a quick work around but I am looking for more specifics as to what the problem is and how to resolve it long term. Thanks
