I am in need of some help and or clarification as I have found a lot of contradictory information on the web about this subject. I recently installed windows server 2022 standard on a VM running in VMware ESXi, and this houses the DC, DNS and DHCP. I know that some server roles/features will not allow you to install or configure them on the same VM as a DC. So, I spun up a new VM with another instance of windows server 2022 standard using the same product key that I got from the vendor. From my understanding, I can spin up to 2 instances of windows server with this key no matter what hypervisor I am using, and providing I have the correct core pack which I do. The server has 6 cores and 12 threads on one socket, so I do not have a ton of threads to allocate to different VMs, but we do not have that many devices on the network either. 10 computers and less than 50 devices total on the network wireless and wired connections included in that count, so on the 2nd VM I spun up that will be for the other roles/features that cannot be installed along side a DC. I used the same license key using dism and slmgr commands, and the restarted the VM. Now it is saying that this VM instance of windows server 2022 isn't licensed while the first one I made is? Am I missing something or maybe misinterpreting the 2 vm rule? Is there an * I forgot to read? Was this only pertaining to VMs that are created in hyper V? If so, would roles such as RRAS and IPAM work well in a hyper v environment on the DC? I really appreciate the help with this topic!

I am using VM ware EXSi 7.0 on a Lenovo ST250 tower server, the server has a single Xeon E-2236 6C/12T and 64 gigs of ECC ram. I currently have 3 VMs on the server using all of the threads, but when I was trying to spin up the other instance of server. I gave both server VMs 3 threads, one had 16 gigs of ram and the other had 8. Most other settings were set to default for both VMs, but I really am just confused about Microsoft's licensing model. I do have windows server 2022 standard with 5 CALs and 16 core pack. I thought I was able to spin up 2 VMs of windows server no matter the hypervisor?
