Server 2019 Occasional Slow Down. Instantly fixed when I open Server Manager Dashboard

I have a lenova Thinkserver TS-440 with Server 2019 installed. 4 core Intel Xeon with 16 Gb memory. It has 6 hard drives managed by StablerBit DrivePool. Also installed is StableBit Scanner and it reports no issues with the hard drives. Occasionally, at least once a week, it slows down really slow. If I logon to the server and open Server Manager Dashboard, the issue is instantly fixed. I have checked the memory and no issues there. I have a duplicate server running Server 2016 and there are no issues with it.

Not extremely server literate. What other information do you need to help?
