Hyper-V add Network Adapter but not found with error code 28

In Hyper-V, after I added a new network adapter, I could not see the new adapter from the Network Connections properties.

From Device Manager, there is an unknown device with the error "The drivers for this device are not installed. (Code 28), There are no compatible drivers for this device.)

This problem does not occur on another virtual machine.
