Hyper-v on Windows Server 2019 - Activation Error 0xC004FD03 - Activation

Question

I'm trying to activate Windows Server 2019 from a Hyper V server, but it shows error 0xC004FD03, how can I fix it?

Error:

Windows can´t activate this virtual machine. Try using a different product key. If that doesn't work you might need to upgrade host machine.

Error code 0xC004FD03 indicates that the product key you are using to activate Windows Server 2019 is invalid or has already been used on another device. To fix this issue, you can try the following steps:

1. Verify that you are using a valid product key for Windows Server 2019.

Is your Hyper-V host a Datacenter edition?

If it is, you can use Automatic Virtual Machine Activation (AVMA) to activate the VM.

To activate VMs with AVMA, you use a generic AVMA key (detailed in AVMA keys) that corresponds to the version of Windows Server that you want to activate. 

If it isn't, you should be able to use the same key you used to activate the Hyper-V host to activate the VM.  If the host was activated with an OEM key, contact the OEM for a key to activate the guests.

2. If the product key is valid, try activating Windows Server 2019 by phone. To do this, open the command prompt and run the command "slui 4". Follow the instructions to activate Windows Server 2019 by phone.

It's not Datacenter, it's Windows Server 2019 Standard, I've already tried OEM activation and this error remains.

Can you activate it with the commands?

1. Open the Command Prompt as an administrator.
2. Type "slmgr.vbs /ipk <product key>" and press Enter. Replace "<product key>" with your actual product key.
3. Type "slmgr.vbs /ato" and press Enter. This will activate Windows Server.
4. Once the activation is complete, you will see the message "Product activated successfully."

I tried to do it this way, it gave the activated message, but when it goes into activation the same error 0xC004FD03 remains
