Windows Get Slowly when not connected to Internet

Greetings,

Do anyone encountered such a situation?

Some computers installed with Windows Server 2022 Standard and Windows 10 LTSC 2021 would become quite slow on logon or open some applications.

When logon there is even a period about 4 minitues with black screen.

But as soon as they are connected to Internet, everything return to normal.

Is it some features with some version of updates?
