Sign up for Developer Program error

Question

Hello,

I am inquiring on my sign up issues for the developer program. I am just trying to create an account to have my own environment. Every time I add my phone number in, it gives me the error below:

Error MS-CorrelationId: 00000000-e6c4-4b96-b52d-637c12148bc0

How do I fix this issue? I have tried 2 different Microsoft accounts, Two different browsers (Microsoft edge and Chrome). I am unsure how to fix it at this point. I even had my career Advisor help me with this and we ae still stuck.
