Attempting to migrate an Azure Database for PostgreSQL Single Server to a Flexible Server as outlined in the migration tutorial. The first step is to create the new Flexible Server using the same configuration as the existing single server. However, when selecting 'Germany West Central' as the region, the following error occurs: "Subscription XXX is not allowed to provision in 'Germany West Central'." What steps are needed to resolve this issue?
