Unable to Enable Macros in Outlook Classic on Windows 11

Question

Outlook Classic has been installed on a new Windows 11 laptop, but the macros cannot be enabled despite multiple attempts.

Here are the steps already taken:

• Signing the macro.
• Enabling signed macros.
• Deleting the Outlook.vbm files and rewriting the macros.

Additionally, there is an issue with adding my digital signature as the Outlook.vbm file as a trusted publisher, as the option is not available.

Extensive research on enabling macros has not yielded any results, leading to the belief that macros may be disabled in the system settings.
