Regarding throughput

The system keeps asking me to increase the throughput continuously. After I increase it, it asks again. What is the problem? How can I resolve this?

It would also be helpful to know if the error occurs on a specific platform or service, like Azure Web Apps, Azure Cache for redis, SQL Server or any other Azure service, and whether your application is hosted on Microsoft Azure or another cloud platform.
