Prevent Shutdown on Unclaim

Is there a way to prevent DevTest Labs to shutdown a VM if it is unclaimed?
We´d like to Setup a Dev Enviroment for Microsoft Business Central where the Developers are connecting though Visual Studio Code to the VMs Services and only use the Portal to access the VM when they want to configure something.
But when they Claim the VM, make their changes und unclaim it, it is being powered off and deallocated.
We would like to suppress this because others Developers might be working with the VM.

- Can you confirm that more than one developer is trying to access the VM at the same time?
- And what type of data would you require to persist ?
