You'll see this error message if you don't have the permissions needed to create or update a server farm.
To fix it, try these steps:
- Make sure you have the right permissions. Your account or the resource group you're using should have the Contributor or Owner role.
- Check if you've hit the limit for server farms in your subscription. If you have, either delete an existing one or ask for an increase.
- Try creating the function app in a different region. Sometimes the problem is specific to a region, and switching can help.
