You'll see this error message if you don't have the permissions needed to create or update a server farm.

To fix it, try these steps:

Make sure you have the right permissions. Your account or the resource group you're using should have the Contributor or Owner role.

Check if you've hit the limit for server farms in your subscription. If you have, either delete an existing one or ask for an increase.

Try creating the function app in a different region. Sometimes the problem is specific to a region, and switching can help.

Check your subscription permissions and quotas, ensure it allows creating App Service Plans. If restricted, try using an existing App Service Plan for the function.
