Regarding the problem of not being able to open Excel 2016 in read-only mode in the 24H2 environment

When I try to open it in read-only mode in Excel 2016 standard in a 24H2 environment, it doesn't open even after waiting 5.6 hours on the screen in the image.

The same phenomenon has not been confirmed in the following verified environments and Office.

"23H2 environment Office 2016 Standard"

"23H2 environment Office 2016 Professional"

"24H2 environment Office 2019 Standard"

If it is not read-only, it can be opened without any problems.

However, once you open it in read-only mode and close Excel, a task remains in the background process and you cannot open another Excel file.

Regarding this problem, if you close the task remaining in the background process, you will be able to open it without any problems.

    Do you open workbooks via running "excel.exe /r [workbook path/ file name]" command line?

    Previously, on Windows 11 24h2, there was a known issue.

    When double-clicking workbooks, they cannot be opened in Excel for volume licensed versions of Office 2016, Excel hangs and requires the "Analysis ToolPak-VBA" add-in to be enabled to open workbooks.

    Please check whether following steps work for you:

    • In Excel, please click the File > OptionsAdd-Ins.
    • In the Manage box, select Excel Add-ins and click Go.
    • In the Add-Ins box, check the Analysis ToolPak - VBA box, and then click OK.
