Making a custom touch keyboard that can be used instead of the other on screen keyboards

Is this possible?

I want to design a custom keyboard to enter text when using Windows in touch & pen mode. This would not be just a custom keyboard layout. I want novel functionality using the pen and a series of radial menus.
