You can perform below troubleshooting steps:

1. Check Your Permissions

Ensure that you have the necessary permissions to access and modify settings in Azure Entra ID. You need to have at least the Global Administrator role to change these settings.

If you don't have the required permissions, contact your organization's Azure AD administrator to grant you the necessary access.

2. Verify Conditional Access Policies

Conditional Access policies might be restricting your access. Check if there are any policies that could be blocking your access to the Entra admin center.

You can review these policies under Azure Active Directory > Security > Conditional Access.

3. Check for Role Assignments

Go to Azure Active Directory > Roles and administrators and verify that your account has the appropriate role assignments.

If your role is not listed, you may need to request the appropriate role from an administrator.

4. Review Tenant Restrictions

If your organization has tenant restrictions in place, it might prevent you from accessing certain features. Check with your IT department to see if this is the case.

5. Browser and Cache Issues

As we discussed offline, I'm sharing the same information here.

I understand you are trying to access the Microsoft Entra service, but you are encountering a 403-error code. This error means you don't have permissions to access the Microsoft Entra admin center.

Based on the screenshot you shared; I confirmed that your global administrator has restricted access to the Microsoft Entra admin center.

I believe you accessed this page by searching for "user settings" in Azure, not from the Microsoft Entra ID Portal. Since you don't have access to Entra, all the settings are greyed out for you.

To resolve this issue, there are two possible methods:

1.Reach out to your global administrator and ask them to assign a role to you. This will grant you access to the Microsoft Entra admin center, even if the restriction is set to "Yes." If you have any role or custom role assigned, you will not be restricted from accessing the portal.

2.The global administrator can disable the restriction by selecting "No." This will allow non-admin users to access the Microsoft Entra admin center without any issues.
