Please check the status of your add-in is enabled first, you may take the following steps:
If it is enabled, you may want to run the Teams Add-in Missing in Outlookto check if the policies are assigned correctly. If they are, please run the classic Teams add-in for classic Outlook troubleshooter to learn how to resolve the issue.
