Cannot Install Latest Security Update Windows Server 2022 Datacentre Azure Edition (0x800f0831)

Question

My Windows Server 2022 Datacentre Azure Edition has been failing to install the latest security update since January 2025 (since KB5049983) and continuously fails with the error 0x800f0831.

I consulted the article (https://learn.microsoft.com/en-us/troubleshoot/windows-server/installing-updates-features-roles/error-0x800f0831-installing-update) provided but I have found no success, DISM fails to fix any of the CBS manifest corruptions and SFC fails to find any system file violations. Even after many reboots this system continues to fail to install updates.

It seems to stem from multiple CBS manifest corruptions, according to the CBS logs there are 130 different manifests which are reporting as corrupted.

I have tried adding the package for 2025-01 security update manually by expanding the update and using DISM to install the cabinet file but this fails with the following error 0x800f0831. This server was patching every month perfectly fine until this update, so the latest security update installed is the 2024-12 update.
