how to fix 413 entity too large

I have this error, and in my phpinfo.php file, I'm seeing that the size is set to 2M, I created a .user.ini file in my root to override it, I don't know if thats why in the environement section of .user.ini i instead have a 200M and this is conflicting to show the error
