Windows 11 using cellular data and non routable ethernet.

We are using Dell Latitude 5420 notebooks with dual NICs, WIFI, and Verizon cellular cards to configure network cameras that use a closed network (no internet). NIC 1 is configured to a static IP with no gateway. NIC 2 is connected to the local network with internet or cellular is used for manufacture remote access if needed, This has worked on Windows 10. After upgrade to Windows 11 NIC 1 and 2 still work together, but NIC 1 and cellular causes cellular to disconnect. I have set HKEY_LOCAL_MACHINE\Software\Microsoft\Wcmsv\IgnoreNonRoutableEthernet to 1 and cellular stays connected but stops routing data to the internet.

Any help would be appropriated.

    Based on my understanding of this problem, I suggest you try the following methods to see if it can be solved:

    Adds a new registry key that allows customers to control access to the Internet using WWAN without using the default connection manager. To use this new registry key, fMinimizeConnections” (Dword) on HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Windows\WcmSvc\Local using regedit, and set it to 0.

    Note If you modify the registry incorrectly, you can cause serious problems. Therefore, follow these steps carefully. For additional protection, back up the registry before you modify it.
