Seeking Clarification on Microsoft Copilot Studio Licensing

I'm currently confused about the licensing structure for Microsoft Copilot Studio due to the variety of Copilot Agents available. These include:

  • Agent Builder in Microsoft Teams
  • Agents built directly in SharePoint
  • Declarative Agents
  • Agents built in Microsoft Copilot Studio with publishing capabilities across various channels (website, app, Microsoft Teams)

My Understanding

I understand that Microsoft Copilot Studio offers three licensing models:

  1. Pay-as-you-go
  2. Message Package
  3. Copilot Studio in M365 Copilot

Specific Questions

  1. Which types of agents do these licensing models apply to?
  2. My current understanding is that with "Copilot Studio in M365 Copilot," agents published through Microsoft Teams are free to use. Does this mean that if I build an agent in Copilot Studio (by accessing CopilotStudio.microsoft.com → Create Agent) and then publish it through Teams, users with M365 Copilot License can use it without message charges?
  3. For users without M365 Copilot License, would their interactions with the agent be billed on a pay-as-you-go basis?'m currently confused about the licensing structure for Microsoft Copilot Studio due to the variety of Copilot Agents available. These include:

Thank you for clarifying these licensing questions. The documentation seems extensive, but I'm struggling to understand the specific application of these licensing models to different deployment scenarios.
