Autheticator doesn't give me a code

I am in a catch 22. Someone has hacked my account and I can't change my password. When I use the account recovery it asks for an authenticator code and when I go to the authenticator there is no code for my email account. I try to use email and phone verification but when I ask for a code on my phone to change my password I am told I have asked for codes too many times and am barred from changing my password. I need help to get out of this circularity where I try to get a code to satisfy the two step verification on my account and change my password and am told I tried to get a code too many times try again tomorrow. In the meantime the hacker has access to my email account
