Copilot Studio agent builder "Create" button not available

I'm trying to create an agent following this article: https://learn.microsoft.com/en-us/microsoft-365-copilot/extensibility/copilot-studio-agent-builder-build

I tested it and I'm happy with the result, but 'create' button is grey, could that be related to organization's permissions?
