With default outbound access changing, will force tunneling, where the VNet receives a default route from the VNG back to onprem suffice for this change?

Yes, if your VNet is already using force tunneling (where it receives a default route from the VPN Gateway and sends outbound traffic on-premises), then the removal of Azure's default outbound access will not affect you. Your traffic will continue to route through your on-premises network as expected.
