I understand that you are not able to create a New identity
under Identity Validation. This happens if the signed-in user does not have required role under Azure Trusted Signing account.
Initially, I too faced same issue where New identity
option was greyed out when I don't have required role assigned:
To fix this, you need to have the Trusted Signing Identity Verifier role assigned under your Azure Trusted Signing account as mentioned in this MS Article:
In my case, I assigned the user Trusted Signing Identity Verifier role under the Azure Trusted Signing account like this:
Once the role is assigned, try refreshing the page, and you should be able to proceed with identity validation as New Identity
option is enabled now to create identity like this:
