Looking for HTML Template integration or Outlook template creation possibilities

I'm looking for ways to integrate an HTML email template into Outlook and use it effectively. Unfortunately, I've tried all kinds of methods, but it always ends up broken. If it looks good, it's not responsive; if it's responsive, it looks off when forwarded. I've tried everything, and it seems nearly impossible to create a well-designed, responsive email template for Outlook. Is this true?

I also tried building the email directly in Outlook's editor (or Word) and copying and pasting it, which seems like a potential solution. However, editing it later is a nightmare, and when exported as an email template, it still isn’t responsive.

Do you have any suggestions for creating a well-designed, responsive email template in Outlook that supports images, buttons, links, etc.?

I'm using Mac but I have already tried everything with Windows as well.
