Unable to update role settings

I get an error when trying to update role settings on one of our subscriptions. I have owner and user access admin access to the subscription. I have also logged out and in several times to refresh my session. I have tried updating multiple settings and multiple roles but receive the same error. The error occurs from other user accounts with Owner access.

Could you check if the error message mentions any specific permissions that might be missing? Also, have you reviewed any conditional access policies or restrictions on the subscription that could impact role updates? Lastly, does the issue occur across different browsers or devices when you try to make these updates?

The only feedback we are receiving from the portal is the error message shown in the attached screenshot. Unfortunately, it does not provide any detailed information that might point to a specific permission issue.
I have reviewed all the Conditional Access policies configured in our tenant and did not find any that appear to restrict my ability to update roles. The role in question is the Reader role, and there are no special conditions configured for it.
There is one Conditional Access policy that enforces strong authentication, but I have already revoked my sessions and signed in again using a strong method (passkey). Also, the issue persists across multiple browsers.
Could you please advise on any additional areas or settings within the subscription that could potentially restrict role updates?
