MFA Prioritizing SMS Over Authenticator

Question

Since 3/21/23, a global administrator in our tenant only receives SMS notifications even though authenticator is set up and the preferred method selected on his security page. Prior to that date, Authenticator was always selected. We're using the free entra version with security defaults enabled. Is there any reason why this behavior has suddenly changed?
