MFA Prioritizing SMS Over Authenticator

Question

For the past week or so, the global administrator in our tenant only receives SMS notifications even though authenticator is set up and the preferred MFA method. Prior to this, Authenticator was always selected. We're using the free entra license with security defaults enabled, and this only appears to affect the global administrator and not any other user. Is there any reason why this behavior has suddenly changed?
