Does a Fabric Subscription provide a fixed capacity per month, or does it provide a total number of capacity seconds?

Hello,

Our main question is:
Does a Fabric Subscription (e.g. F32) provide a fixed capacity per month, or does it provide a total number of capacity seconds?

I understood that if your workload temporarily exceeds the allocated CUs, Fabric borrows resources from future time periods (up to 24 hours). Was this rule implemented in at the start of 2025, because we have understood different when Fabric was newly launched.
Can you utilize past unused capacity in Fabric then?

And how does it work with overages, when does the extra charges for that apply?

Few scenarios would help understand these concepts, mainly is the Fabric Subscription is a fixed price, or whether it can be still a variable price.

Finally, are there differences with these concepts between the different subscriptions, e.g. F8 vs F256.

These are many questions, yet critical in helping us advice our clients in adopting Fabric. Thank you in advance.
