How to find a person / team who manages my Azure account ?

Me ******@kyndryl.com and my colleagues we requested accesses to SKYTAP on AZURE
We received the mail that requests are submitted and the mail with the link :
Activate Account Dear ******@kyndryl.com_7074: Welcome to Skytap on Azure. A user account for Skytap on Azure has been created for you by your account administrator, Adam KOSELNIK. You can access this account using your Microsoft Azure account. Azure account: __[******@kyndryl.com ]__You can access this Skytap on Azure account through the custom URL, https://cloud.skytap.com/azure_marketplace/account/5a5e48d7-6e8e-4032-c88c-3d4b758c7074. You may want to bookmark this URL since it is required to access this account.
On the page I tried many times to enter justification and request approval but since over month I have notice :
Approval required
skytap.microsoftonline.com
This app requires your admin's approval to:
Maintain access to data you have given it access to
Sign in and read user profile
Sign in with another account
It seems that the request is still not approved
Whom can I ask for approval ?
