Hyper-V / Windows 2016 Standard Console Login Issue

I am looking for some direction on an issue that has started with one of our Hyper-V VM's.

The Hyper-V host is 2022 Data Center, the VM is 2016 Standard and domain joined.

We are not able to login to the console of the VM with either a domain account or a local admin account.

-When we try we get "The username or password is incorrect".

-When looking at the security logs for the local logins, there are no record of an attempt with either account.

-When we login via RDP, both users are able to login without issue.

The RDP sessions do generate a successful event in the logs.

I have done the following troubleshooting

-Confirmed many times over that the password is correct, both manually and the paste clipboard option in the console.

-Resetting the passwords checking the unlock button.

-Moved the VM to a different host.

-Tried Hyper-V console as well as Cluster and SCVMM consoles.

Any ideas on what could be causing this issue?

    RDP works but no console? Sounds like a GPO restriction to deny local console logins.

    Configure "Deny log on locally":

    • Double-click the policy "Deny log on locally".
    • In the "Deny log on locally" Properties window, click "Add" to add the users or groups you want to prevent from logging in locally.
    • Add the domain users or groups that you want to prevent from logging in locally.
    • Click "OK" to save the changes.
