Can I wipe and reinstall Windows 11 Pro from scratch and use the existing license?

I have a user workstation with Windows 11 that gives the error "Microsoft.UI.Xaml.dll is either not designed to run on Windows or it contains an error." This happens when the user does print screen, snipping tool, notepad, media player and probably other apps. I've posted this in a different thread and tried numerous things to repair Windows. Nothing has worked.

Can I install Windows from scratch, but use the current license? If so, what's the best way to download it? Downloading the the current computer and running it from there is more desirable than trying to create boot media, if I can do that.
