The free version of Microsoft Purview does give you access to the new portal, but with limited capabilities and access restrictions. For a more comprehensive experience, upgrading to the enterprise version is advisable.

Troubleshooting Steps:
The error message you received indicates that the selected user account does not exist in the tenant 'Microsoft Services' and cannot access the application. This suggests that the account needs to be added as an external user in the tenant first.
Verify External User Account: Ensure that your external user account has been correctly added to the tenant. You might need to re-invite the external user account via Microsoft Entra ID and ensure that the invitation is accepted properly.
If the error persists, I will also suggest trying to access the new portal first using a user that is in the Tenant instead of a guest account. If you can access the new Purview Portal, then it might indicate that the guest account only allows the external user to collaborate on files and resources within your organization, but with certain limitations compared to internal users.
