Trying to get technical support

Question

I've had a technical problem, for which I wanted to contact Microsoft. I have even upgraded to a paid support subscription just to be able to tell Microsoft that one of their services isn't working properly. And I'm still not able to create a support ticket for any Azure service. So i wanted to create a ticket for the issue of not being able to create a support ticket. It seemed to work fine at first, but then, I got this, when submitting the ticket:

What can I do, that this button here shows up and it actually works?
