outlook 2016 sending udp and not connecting to exchange 2016

I have outlook 2016 running on a windows7 ultimate which is creating an account and connecting fine to an exchange 2016 server.

However when I have an outlook 2016 running on a windows7 pro, it does not want to connect.

I was dumping traffic and saw that there was a difference between the pro and ul machine. The pro was sending udp on 137.
So I disabled netbios and removed the workstation from the domain. I can verify there is now no udp traffic like with the ul.

But still this pro complains about

"the action cannot be completed. The connection to Microsoft Exchange is unavailable. Outlook must be online or connected to complete this action."

First two steps of creating the account in the profile are ok
ok - establishing network connection
ok - searching for ******@xxxxxxx.xxx settings

Anyone an idea how to get this outlook 2016 working on pro?

    Found this on the old workstation, after installing that, problem gone.
